How did you add No.Restrictions? By Explorer?
Check actual file name and file type of No.Restrinctions. I suspect that you created No.Restrinctions.txt by explorer. I sometime do such mistake on Windows Server 2008.

To avoid such mistake, It is better to create file from command prompt like below.
> copy NUL No.Restrictions
